Five European farming and environmental NGOs have recently published a concept for a new Common Agricultural Policy and opened it for public consultation on the internet, after which a final version will be produced in 2010. The proposal is for a radical change in payments away from a competitive paradigm and income support model towards a multifunctional concept for the provision of public goods also disussed in the scope of the TERESA project.
